Mohammad Ali Jafari, the former Commander-in-Chief of the Islamic Revolutionary Guard Corps (IRGC), emphasized a set of what he called “Iran’s primary conditions for negotiations with the United States” in an interview with the Tasnim News Agency. He stated that until these conditions are met, entering the negotiation phase is essentially meaningless.
According to Jafari: “As long as the war has not ended on all fronts, sanctions are not lifted, frozen assets are not released, war damages are not compensated, and Iran’s sovereignty over the Strait of Hormuz is not officially recognized, there will be no further negotiations.”
Meanwhile, in recent days, billboards and urban advertisements have appeared across Tehran centered on the “Five Main Conditions of Iran for Ending the War,” closely aligning with the points raised by Jafari.
The current commander of the IRGC’s Baqiyatallah Headquarters pointed to past experiences, stating that Iran distrusts the opposing side due to attacks occurring in the midst of diplomatic processes. He emphasized that “breaches of promise must carry a cost for the enemy.”
Jafari also explained Iran’s new strategy regarding talks, noting that at the current stage, contacts and dialogues are primarily conducted through the exchange of messages via intermediaries and have not yet progressed to direct negotiations. He said: “At this stage, preconditions are first presented, and commitments are secured; if realized, subsequent issues will enter the negotiation phase.”
