MANILA, Philippines — Air travel will continue to face elevated fares in the first half of May after the Civil Aeronautics Board (CAB) set a Level 18 fuel surcharge for the period. This was only slightly lower than the near-maximum rates imposed in late April.
Under Level 18, airlines may impose fuel surcharges ranging from P593 to P1,734 for domestic flights. These range from P1,958.44 to P14,561.87 for international flights.

While lower than the Level 19 surcharge implemented from April 16 to 30, the rates remain significantly high compared with pre-war levels.
