Delhi Assembly Speaker Vijender Gupta on Monday (March 30, 2026) said that during the budget session, the House conducted business for 15 hours and 16 minutes amid the Opposition boycott.

“No CAG report pending for the first time and the Assembly has restored the financial scrutiny cycle,” the Speaker said. Mr. Gupta also said that it is a matter of concern that the Opposition has displayed a “completely negative” approach during this session.

It is indeed unfortunate that the Opposition chose to abstain from the House proceedings in the name of protest, despite there being no substantive issue. Such a situation is unprecedented in legislative practice in the country, where members abstain without a clear issue. Boycotting the House without any issue, disrupting its functioning, and attempting to mislead the public cannot be justified,” Mr. Gupta said while addressing a press conference at the Delhi Legislative Assembly.

The Speaker said that the House functions strictly in accordance with its Rules of Procedure and that refusal to participate despite repeated opportunities for discussion undermines legislative responsibility and public accountability. He said that it was clearly conveyed that if the Opposition had any grievance, they could attend the House, present their case, and time would be allotted for discussion, but they chose not to attend.
