The GBA-Municipal Officers’ and Employees’ Welfare Association have written to Deputy Chief Minister and Bengaluru Development Minister D.K. Shivakumar, alleging abuse and mental harassment by Munish Moudgil, Special Commissioner (Revenue), Greater Bengaluru Authority.

Following the suspension of two revenue officials by Mr. Moudgil over alleged dereliction of duty in issuance of e-khatas, the association recently held a candlelight vigil, prompting the GBA Chief Commissioner, M. Maheshwar Rao, to announce an audit of rejected e-khata applications. However, the association had demanded the officials be reinstated and that Mr. Moudgil should apologise to revenue officers.

In their letter to Mr. Shivakumar, the association president A. Amruthraj alleged that Mr. Moudgil mentally harasses, abuses revenue officers with abusive language in the morning video conference. “As officers take this call at home in the morning, even the family members of the officers are disturbed, upset over the language used,” the letter stated. It further alleged that revenue officers were working under immense pressure and Mr. Moudgil had not taken them along, but instead abuses them.

The letter claims that six revenue officers have died of stress in August - September, 2025. The association has sought time with Mr. Shivakumar to air their grievances.
