Chief Minister Rekha Gupta on Saturday announced that her government has prepared a comprehensive framework for a new electric vehicle (EV) policy to make the adoption of EVs so seamless that they become the first choice of every resident of Delhi.

It is likely to be implemented from the next financial year. Noting that the policy was being framed after extensive consultations with power distribution companies, vehicle manufacturers, and scrap dealers, Ms. Gupta said the draft will be made public to invite citizens’ feedback and ensure it is robust and error-free.

“With Delhi’s geography and climate, there is no viable alternative to zero-emission vehicles. The government considers EVs not a luxury, but a necessity. Our objective is to ensure that EVs are affordable for every middle-class family in Delhi and charging them is as easy as charging a mobile phone,” Ms. Gupta said.

She said the policy was not merely about financial incentives, but about securing a clean future for Delhi. “The Delhi government has already abolished road tax and registration fees on the purchase of EVs, making new vehicles significantly more affordable,” Ms. Gupta said.

The Chief Minister also announced the introduction of a ‘scrapping incentive’ scheme to phase out highly polluting vehicles. “If a citizen scraps an old petrol or diesel vehicle, they will receive additional financial benefits while purchasing a new EV. This will encourage residents to shift towards electric vehicles,” she added.
