Vietnam is nearing the signing of Southeast Asia’s first commercial deal in a decade for what could turn out to be the region’s first operational nuclear power plant, potentially serving as a bellwether for Indonesia, the Philippines, Thailand and a host of other Southeast Asian nations preparing their own nuclear energy programs. This momentum might help explain why, to the surprise of many, the Asian Development Bank (ADB) is reconsidering its position on nuclear power in the wake of the World Bank's reversal of its ban on financing for the energy source.
