Rep. Ro Khanna, co-sponsor of the bill, announced on X/Twitter that Congress had blocked the vote, despite previous reports that the House Rules Committee had marked the amendment as “Made in Order.”

House Democrats plan to discuss the vote on Israel Tuesday, when the entire caucus gathers in person for their weekly meeting.

Rep. Thomas Massie’s amendment would bar funds in the appropriations bill from being used for Israel and cut annual military financing.

"They're not even giving us a vote on the amendment," said Rep. Ro Khanna, who vowed to "continue to fight to make sure we don't compromise American sovereignty."
