Republicans are working with Democrats to potentially reopen the government into January. Democrats have voted 14 times not to reopen thus far as they demand extension of subsidies for health plans offered under the Affordable Care Act. Republicans have rejected the offer, but signal openness to the emerging proposal.

The U.S. government shutdown has dragged on for 38 days because of a dispute over whether ACA tax credits should be included in a stop-gap funding bill.

The new proposal would extend Affordable Care Act subsidies for one year.
