The AI boom needs electricity. Lots of it. And the communities being asked to supply that power are increasingly saying no.
At least 75 data center projects worth roughly $130 billion were blocked or delayed in the first quarter of 2026 alone, as public opposition to the massive facilities hardened into policy across the country. By July 2026, more than 500 localities across 39 states had enacted bans, moratoriums, or other restrictions on new data center development.
A bipartisan NIMBY revolt
Polling shows that between 61% and 71% of Americans oppose new data centers being built in their communities, a figure that has transformed what was once a quiet zoning issue into a full-blown political flashpoint.
New York Governor Kathy Hochul issued an executive order in July 2026 pausing permits for large data center facilities. Pennsylvania and Texas governors followed with similar mandates.
