Nearly 30% of voters in 38 Maharashtra Assembly constituencies, where Muslims account for more than one-fifth of the population, have been excluded from the draft lists published as part of the state's special intensive revision of electoral rolls, The Indian Express reported on Wednesday.The enumeration forms of more than 37 lakh voters, or 29.7% of the previous electoral base, have been marked as “uncollectable” in the 38 constituencies. The state-level average is 21.1%, which amounts to more than two crore persons.The 29 constituencies reserved for the Scheduled Castes had an average exclusion rate of 19.6%, The Indian Express reported. The 25 seats reserved for Scheduled Tribes had an average exclusion rate of 13.2%.The “uncollectables”, or those removed from the draft voter list, have been marked as either permanently shifted, deceased, absent, duplicate entries or placed under the “other” category, which includes those who refused to fill the enumeration form.The deletions patternThe highest rates of deletions have been recorded in densely populated constituencies. Pune district had the highest number of deletions at 28.6 lakh, followed by Thane with 28.5 lakh and Mumbai Suburban with 26.5 lakh, data from the Election Commission showed.In Mumbai Metropolitan Region’s Bhiwandi East, 49.1% of voters have been removed, followed by Bhiwandi West at 44.7% and Kalwa-Mumbra at 42.9%, reported The Indian Express.In the Chandivali area, where Muslims account for 27.6% of the population, 41.4% of the voters were marked as “uncollectable”, added the newspaper. The rate was more than 40% in the city’s Sion-Koliwada and in Pune’s Cantonment area.The numbers do not indicate whether Muslims were disproportionately excluded from the draft voter list.In Malegaon Central, which has the highest share of Muslim population among the 38 constituencies at 78.4%, had 23.4% of voters marked as uncollectable, reported The Indian Express.In Mumbai’s Mankhurd Shivaji Nagar, where the proportion of Muslim population is 53%, the deletion rate was 42.3%, the newspaper reported. Bhiwandi East, with a Muslim population of 51%, had an exclusion rate of 49.1%.The deletion rate was much lower in several constituencies. Malkapur, with a Muslim population of 20.4%, recorded 7.6% deletions. The rate was between nearly 10% and 11.7% in Raver, Latur City and Balapur, the newspaper reported.There were 53 constituencies that recorded higher exclusion rates than the average in the 38 Assembly seats. The places include Colaba (46.9%), Khadakwasala (46.5%), Kothrud (46.1%) and Kalyan Rural (46%).Maharashtra is among the 19 states and Union Territories where the voter roll revision is being carried out in the third phase of SIR.In 2025, the first phase of the exercise was conducted in Bihar.
