Despite the Kaduna State Government spending about ₦1.2 billion through the Kaduna State Scholarship and Loans Board between January 2025 and June 2026, some state-sponsored scholars who completed postgraduate studies abroad remain unable to obtain their academic certificates over outstanding tuition fees.
The development has raised questions about the management and disbursement of scholarship funds, particularly as affected beneficiaries say foreign universities are withholding their certificates over unpaid balances allegedly owed by the Kaduna State Government.
Budget and expenditure figures obtained from Kaduna State budget performance documents show that the Kaduna State Scholarship and Loans Board had a budget of ₦5 billion for the 2025 fiscal year but recorded actual expenditure of ₦863 million.
For 2026, the board's full-year budget was increased to ₦7 billion, while actual expenditure had reached N434million by the end of the first half of the year representing first and second quarter of the year, equivalent January to June, 2026.
