The International Trade Administration Commission of South Africa (Itac) has requested the Commissioner of the South African Revenue Service to impose provisional measures of up to 28.11% on imports of colour-coated steel from China for a period of six months.
These provisional measures were implemented by SARS on August 28, Itac says.
Steel producers ArcelorMittal South Africa and Safal Steel made an application to Itac alleging that the dumping of colour-coated steel imported from China was taking place in the Southern African Customs Union (Sacu) market.
Colour-coated steel is predominantly used in the appliance industry, as well as in the construction and automotive industries.
After reviewing the evidence at its disposal, Itac made a preliminary finding that colour-coated steel originating in or imported from China is being dumped onto the Sacu market, thereby causing material injury and posing a threat of material injury to the Sacu industry.
