MANILA, Philippines — The House prosecution panel on Wednesday said it still needs clarification on impeachment court presiding officer Francis “Chiz” Escudero’s ruling on the sub judice rule in Vice President Sara Duterte’s impeachment trial.
This is after Escudero on Wednesday morning set a clear guideline for the parties in the impeachment court by citing Rule 18 of the Rules of Procedure, which states that the presiding officer, Senator-judges, as well as prosecutors, the official impeached and their counsel are shall refrain from making any public comments “pertaining to the merits of a pending impeachment trial.”

In his ruling, public reprimand with admonishment awaits sub judice rule violators among lawyers representing the prosecution and defense on their first strike, while a monetary fine of P30,000 with the possibility of being restricted from speaking, objecting, or examining witnesses on the floor may be imposed upon them on their subsequent violations.
