The federal government plans to pass binding legislation that will set national standards for how large-scale data centers consume electricity and water, with the rules expected to take effect in early 2027.

From voluntary to mandatory
The road to regulation started with voluntary guidelines released on March 23, 2026.
Under the proposed standards, large data centers will be required to underwrite new renewable energy supply and eventually become net-generators.
