The United Kingdom has authorized defense contractor MBDA to hand over classified technical blueprints for the SCALP cruise missile to Ukraine, a move that would allow Kyiv to begin assembling and eventually producing the long-range weapon domestically. The announcement came on August 24, 2026, Ukraine’s Independence Day, when UK Prime Minister Andy Burnham made Kyiv the destination for his first foreign visit as prime minister.
What the UK actually agreed to share
SCALP, known in the UK as Storm Shadow, is a long-range cruise missile with a reach exceeding 250 kilometers. Ukraine has been firing foreign-supplied versions at Russian targets since 2023, but has depended entirely on deliveries from the UK and France to keep those stocks replenished.
By releasing classified information about British components of the SCALP system, the UK is giving Ukraine a pathway toward domestic production, which would reduce its exposure to the political and logistical friction that comes with relying on foreign supply chains.
France had already moved in a similar direction before the UK announcement, agreeing to help Ukraine establish local assembly lines for missile production. The UK’s decision aligns with that French framework.
