The Jammu & Kashmir government is working on a roadmap to double the size of its economy, with the administration looking to identify new investment and growth drivers as it seeks to move beyond traditional sectors and strengthen private-sector participation.The roadmap to double GSDP economy is among 16 initiatives currently under active development by the Centre for Innovation and Transformation in Governance (CITaG), alongside Ease of Doing Business benchmarking and business-process re-engineering of the J&K Single Window System. Another 36 initiatives have been structured for implementation through 2027.Officials involved in the exercise said the focus is expected to be on identifying sectors capable of generating sustained investment, employment and productivity gains, rather than relying on a single industry to drive growth.The exercise assumes significance as the administration is simultaneously developing frameworks for attracting foreign direct investment, establishing a Global Capability Centre (GCC) ecosystem, promoting agri-startups and developing sector-specific investment opportunities.“The objective is to translate policy interventions into measurable economic outcomes and create an environment in which private investment can contribute more significantly to growth,” an official familiar with the policy work said.Economic frameworkCITaG’s expanding policy portfolio reflects the administration’s attempt to build a broader economic framework. Against an original target of 28 deliverables by August 2026, the organisation has tracked 100 knowledge-output projects. Of these, 21 have been completed, while another 20 strategic frameworks are under review. The completed work includes the J&K Electric Vehicle Policy 2026, Circular Economy Policy 2026, Compressed Bio-Gas Policy and urban and rural mobility plans. Frameworks under review include an FDI framework, J&K GCC Policy 2026 and an Agri-Startup Policy.For J&K, the challenge will be converting these policy initiatives into actual investment and productive capacity. The administration is already seeking to build an investment pipeline through public-private partnerships, with projects spanning tourism, real estate, renewable energy, infrastructure and industrial development. CITaG is providing project-development and transactional support for 76 PPP projects, of which 27 are active and 10 are at the development stage. The proposed GCC Summit in October and an Energy Summit planned for December are also intended to attract investment and create employment, while a Real Estate Conclave is being planned to facilitate private investment in identified assets.Officials said the success of the economic roadmap would ultimately depend on the administration’s ability to improve the ease of doing business, reduce project-approval timelines and create a predictable environment for investors.“A key component will be the re-engineering of the J&K Single Window System, which is expected to streamline interactions between investors and government departments”, they said.
