The UN Security Council will hold a meeting on Monday, Aug. 24, coinciding with Ukraine’s Independence Day, to discuss the ongoing situation regarding the Russian war., Ukrinform reported. Danish Foreign Minister Lars Løkke Rasmussen is expected to chair the session, as Denmark currently holds the Security Council presidency for the month of August. During the meeting, the Council will be briefed by Rosemary DiCarlo, the UN Under-Secretary-General for Political and Peacebuilding Affairs, and Tom Fletcher, the UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator. The session is scheduled to begin at 3:00 p.m. Eastern Standard Time (10:00 p.m. Kyiv time). Escalating civilian casualties and drone warfare The Security Council meeting comes amid a documented surge in civilian casualties in Ukraine. On July 22, the UN Human Rights Monitoring Mission in Ukraine reported a 37% increase in civilian casualties during the first half of 2026 compared to the same period the previous year. The mission documented 1,396 civilians killed and 7,978 injured in the first six months of the year. According to Danielle Bell, head of the monitoring mission, the casualty rate has almost doubled compared to 2024. The UN attributed this escalation to two primary factors. The first is the growing use of long-range ballistic missiles and drones by Russian forces, which are increasingly striking densely populated urban areas far from the front lines, including cities like Kyiv, Kharkiv, Dnipro, and Odesa.
