The Attica Regional Authority and ESDNA, the Intermunicipal Agency of the Attica Region, have taken their dispute with recycling company TEXAN to court, seeking 29,000 tons of recyclable material, or €6 million, its estimated value.
The claim covers plastics, packaging and other materials TEXAN reported handling through “recycling houses” from 2023 to 2025. ESDNA says the material belongs to it and was not returned as required under the parties’ agreement. TEXAN maintains that its operating-support agreement covered only 2023 and that no subsequent agreement was reached.
The lawsuit follows a European Public Prosecutor’s Office investigation into the purchase of the recycling centers, including searches of TEXAN facilities and the seizure of digital evidence.
On July 1, TEXAN announced it would stop operating the centers and issuing or redeeming recycling vouchers. Authorities have asked municipalities to keep the centers in place and, if possible, assume their operation.
