The Independent Communications Authority of South Africa (Icasa) is holding public hearings on Wednesday and Thursday to hear perspectives on the draft amendment to the Radio Frequency Spectrum Regulations 2015 and the draft amendment to the Radio Frequency Spectrum Fees Regulations 2010.
This follows the publication on May 15 of the draft amendment documents, which called on interested stakeholders to submit written comments by June 29.
About 15 of the more than 20 stakeholders that submitted inputs are presenting their views over the two-day public hearings.
Some of the aspects being addressed by the draft amendments include a registration regime for satellite space segment operators; revised spectrum fee formulas; blanket licensing for satellite terminal networks; regulations for the protection of radio astronomy facilities; and regulations for the use of Satellite Earth Stations in Motion (ESIM).
The amendments are intended to provide regulatory certainty, support innovation and investment in satellite services and promote efficient spectrum use in South Africa.
