The Council of State has annulled the operating licenses and study programs of three non-state universities with branches in Greece, citing errors in certification and licensing procedures.
The decisions concern CITY College University of York, Keele University and Anatolia College.
In one case, the court annulled the license for establishment and operation because the National Organization for the Certification of Qualifications and Vocational Guidance, which was responsible for confirming that a branch had suitable facilities, had failed to establish promptly – and in any event before the cases were heard – that the branch had complied with observations made after an on-site inspection.
In another case, the court annulled an operating license because a member of the Special Evaluation Committee whose report had supported the National Authority for Higher Education had a relationship with the educational institution involved.
Kathimerini has learned the committee member was a graduate of the institution. The Council of State said this “could give rise to a suspicion of bias.”
