MANILA, Philippines — Twenty-five years after authoring Republic Act No. 9003, the Ecological Solid Waste Management Act, Sen. Loren Legarda continues to advance stronger safeguards for waste workers through Senate Bill No. 162, or the proposed Magna Carta of Waste Workers, which she refiled in the 20th Congress after first introducing the measure during the 19th Congress.

Legarda pointed to the continuing gaps in the implementation of the country’s solid waste management framework, particularly poor enforcement and unsafe waste management practices that expose workers and communities to environmental, public health, and occupational risks.

She noted that there are around 1.8 to 2.3 million waste pickers and waste workers in the Philippines, many of whom remain informal, unregistered, and unaccounted.
