IBM and OpenAI have announced a strategic partnership that will integrate OpenAI’s most advanced AI models directly into IBM’s enterprise consulting infrastructure. The deal, revealed on August 13, makes IBM an OpenAI Elite partner and sets the stage for one of the largest coordinated pushes to bring generative AI into corporate back offices, government agencies, and financial institutions.

The centerpiece of the arrangement is the integration of OpenAI’s GPT-5.6, Codex, and ChatGPT Work into IBM Consulting Advantage, the company’s AI deployment platform. IBM is also launching a dedicated OpenAI Practice within its consulting arm, a move that effectively creates a new business unit focused entirely on operationalizing OpenAI’s technology for large enterprise clients.

What the partnership actually involves

IBM plans to certify thousands of consultants and engineers through the OpenAI Partner Network. That’s a notable commitment given IBM’s consulting workforce currently sits at nearly 150,000 people.

The target industries are the ones you’d expect: financial services, government, telecommunications, and retail.
