Putin does not want to stop this war, and there is not enough pressure on him now.” The announcement comes as US negotiators Steve Witkoff and Jared Kushner are expected to visit Kyiv and Moscow. Zelensky rejected the prospect of withdrawing Ukrainian forces from the parts of the Donbas still controlled by Kyiv. Putin has repeatedly demanded control over the entire eastern region as part of any settlement. For Ukraine, Zelensky said, the central question is not only territory but whether a peace agreement would prevent Russia from rebuilding its forces and launching another invasion. “Why wouldn’t he come again with one or two additional million soldiers after a long pause? Why wouldn’t he come again to occupy us?” He said credible security guarantees would be essential to any settlement.
