MANILA, Philippines — Rule 18 of the Senate’s Rules of Impeachment applies not only to the prosecution and the defense lawyers, but also to Vice President Sara Duterte and even senator-judges, lead public prosecutor and Batangas Rep. Gerville Luistro said.

Luistro in an interview with INQUIRER on Wednesday said that if the Senate Impeachment Court will be ruling against the prosecution panel based on defense lead counsel Sheila Sison’s manifestation, they would want to remind the court that Rule 18 applies to everyone.

The said rule states that the prosecutors, respondents, counsels, and witnesses are prohibited “from making any comments and disclosures in public pertaining to the merits of a pending impeachment trial.”
