MANILA, Philippines — All senators in 2024 had at least P500 million of allocations for their priority projects in the so-called “leadership funds” earmarked under the Department of Public Works and Highways (DPWH) budget, its former chief Manuel Bonoan told the Sandiganbayan Third Division on Wednesday.
Bonoan made the revelation in his testimony as a prosecution witness against former Sen. Ramon “Bong” Revilla Jr., who is out on P1-million bail for a malversation case as an alleged co-conspirator to a ghost project in Bulacan’s Pandi town worth P92.8 million in purported exchange for a 25-percent kickback, an accusation he repeatedly denied.

According to Bonoan, he discussed with Sen. Juan Miguel Zubiri, who was the Senate president at that time, the parameters of the leadership funds.
