The parliamentary snub by the country’s ruling party has prompted opposition and civil society groups to question the government’s political commitment to a project that has been designated a national priority but has faced years of delays, developing into one of the first major political controversies confronting new Prime Minister Rumen Radev.

The dispute comes as the project is already facing major legal uncertainty after Bulgaria’s competition watchdog annulled the public procurement procedure for the hospital’s design, raising the prospect of years of additional delays.
