A total of 523 buildings flagged by the Delhi Fire Services (DFS) have been sealed for violating fire safety norms and building by-laws following the June 3 blaze in a bed-and-breakfast (B&B) facility in south Delhi’s Malviya Nagar, which caused the death of 23 people, an official said on Tuesday.Thirteen district-level and 39 subdivision-level committees were constituted following the tragedy at Flourish Stay B&B to carry out a citywide survey of illegal buildings and establishments.680 buildings inspectedOf the 680 buildings inspected till Tuesday, 157 were exempt from obtaining a no-objection certificate (NOC) under Rule 27 of the Delhi Fire Service Rules, 2010, and the Unified Building Bye Laws for Delhi, 2016, an official said.The DFS issued notices to the owners of the remaining buildings, after which the structures were sealed by civic agencies. Most of the properties inspected are mixed-occupancy buildings, with residential premises running commercial, educational or other activities. The DFS and other authorities are scrutinising documents, including sanctioned building plans and fire-safety approvals, submitted by the owners of these 523 establishments for further legal action. During inspections, the teams verify NOCs and other clearances, and examine the structure against the by-laws to ensure compliance with occupancy and fire safety norms.NOC processFor buildings covered by Rule 27, DFS approval is required at two stages. Before construction, building plans are examined and fire safety recommendations are issued. After construction, the installed fire- and life-safety measures are inspected before a certificate is issued for occupancy.
