Canada has exempted three categories of citizenship applicants from taking the citizenship test and meeting the English or French language requirement, easing two key hurdles for applicants who fall outside the standard process.
The first two exemptions are age-based. Applicants under 18 and those aged 55 or older when they sign their citizenship application are not required to take the citizenship test or demonstrate language proficiency.
The third category covers applicants aged 18 to 54 who may qualify for a waiver because of exceptional circumstances that prevent them from meeting the requirements.
Canada says circumstances that may justify a waiver include serious illness, physical or developmental disabilities and mental impairments that affect an applicant’s ability to concentrate, learn or retain information. For adults, the condition must generally have lasted, or be expected to last, for at least one year.
