Prime Minister Kamla Persad-Bissessar is expected to make significant announcements on the energy sector within the next few days.So said chairman of the National Gas Company (NGC), Gerald Ramdeen.Ramdeen, speaking to reporters after a handover ceremony yesterday at the Hyatt Regency Trinidad, said NGC, the Ministry of Energy and international upstream partners had been working for the past two months on initiatives aimed at generating greater economic benefits for the country.“Within the next three to four days, the honourable Prime Minister will make some significant announcements with respect to the energy sector,” he said.Ramdeen declined to disclose details of the initiatives, saying the Prime Minister should make the announcements.“The results of those works are going to be announced by the honourable Prime Minister.”He said significant work had also been taking place at the Point Lisas Industrial Estate, where NGC had been working with existing downstream companies, including Nutrien, as well as potential new investors.“There is significant work that has been done on the Point Lisas Estate by the National Gas Company with our international partners, including Nutrien, including all of the downstreamers, including companies that have not stepped foot in Trinidad and Tobago before, that are now ready, willing, and able to make investments,” he explained.Ramdeen said the forthcoming announcements would demonstrate what he described as the Government’s focus on delivery in the energy sector.He said when the announcement is made, the people of Trinidad and Tobago are going to be “very proud of the work that their Government done on behalf of the people under the leader of the honourable Prime Minister”.He affirmed that there is going to be delivery in the energy sector, saying “what you are going to experience and what the people of this country and region is going to experience is the actual monetisation of molecules that will bring revenue to the people of this country”.Ramdeen made the comments as NGC secured permanent freehold ownership of the land on which its Beachfield gas processing facility in Guayaguayare stands.The title was formally vested in NGC yesterday by the Commissioner of State Lands at a handover ceremony.The transfer resolves the long-standing matter of occupation of the land, which dates back to the construction and commissioning of the Beachfield facility by British Gas between 2004 and 2006.Ramdeen described the development as significant, noting that NGC had been vested with several strategic national assets but had not held title to the lands on which they were located.“One of the most untenable things we discovered when we took office was that the NGC group of companies was vested with the most strategic assets in this country. The Beachfield gas processing facility is but one of those strategic assets, the port of Galeota is another one...there is a common thread that runs through all of those assets. While the NGC group was tasked with managing all of those assets on behalf of the people of this country, the NGC and the group of companies had absolutely no title for any of those assets,” Ramdeen stressed.He said the work of Minister of Land and Legal Affairs, Saddam Hosein, was significant in resolving the matter.NGC said the freehold ownership of the lands and associated structures allows the Manatee Project to proceed without delay.The title also provides the necessary authorisations for planned upgrades and expansion works at the facility.Under an agreement between NGC and Shell Trinidad, the Beachfield facility will serve as key onshore infrastructure for receiving gas from the Manatee field, according to NGC.Collaborative effortRamdeen said the legal transfer was the result of strong collaboration between the Ministry of Land and Legal Affairs, the Office of the Commissioner of State Lands and NGC.He said the resolution of the long-standing matter also highlighted the importance of governance and stewardship of State assets.“By resolving a matter that has remained outstanding for over two decades, NGC’s current leadership has reinforced the importance of good governance, disciplined stewardship of State assets and effective partnerships in supporting Trinidad and Tobago’s long-term energy security.”Meanwhile, Hosein said the ministry was pleased to have played a role in formalising the land ownership arrangements.“The Ministry of Land and Legal Affairs is proud to have played a critical part in advancing and securing the country’s energy sector. The ministry stands ready to provide support to NGC, to work together through efficient and legal administrative processes to create the certainty needed for strategic projects such as Manatee to move forward. This milestone demonstrates a shared commitment to delivering long-standing value for the people of Trinidad and Tobago.”Also speaking at the event, NGC acting president Edmund Subyran said the approvals would allow NGC and Shell to proceed with the facility upgrades required to support the Manatee project.“This achievement represents more than the transfer of land. It is the culmination of dedicated work of all parties who remained focused on achieving the right outcome. With these approvals now in place, we -NGC and Shell - can proceed with the facility upgrades to support the Manatee project and strengthen NGC’s operational capabilities to support a reliable domestic gas supply.”
