MANILA, Philippines — The real example of “bending the law” is an office’s reliance on acknowledgment receipts (ARs) and not deeming official receipts or sales invoices as necessary in the liquidation of confidential funds (CF), members of the prosecution team told Vice President Sara Duterte.
Prosecution panel spokesperson and Kabataan party-list Rep. Renee Co said in an online press briefing on Friday that clear evidence of bent laws can be seen in the anomalous usage of CF allocated to Duterte’s offices, like the Office of the Vice President (OVP) purchase of medicines that were used as supposed rewards to confidential informants.
Commission on Audit (COA) state auditor Roderick Wamil, during the fifth week of the impeachment trial, testified that OVP and the Department of Education (DepEd) did not provide documentary evidence of payment (DEPs) when they submitted ARs wherein medicines were used for payment of rewards.
“‘Yong mas pinaka-nakikita nating clear evidence of bent laws ay ‘yong napakaraming ebidensya ng anomalya sa paggasta ng confidential and intelligence funds (CIF) ng [OVP] and [DepEd]. Imagine ‘yong thousands of [ARs] submitted to support their audit report, ni isang official receipt walang nakita,” Co said.
