The European Union's AI Innovation Package is designed to give AI startups and small and medium-sized enterprises three things that can be difficult to secure independently: large-scale computing capacity, investment support and a clearer governance framework for building trustworthy AI. First outlined by the European Commission in January 2024, the package connects access to Europe's EuroHPC supercomputers with an investment envelope of around €4 billion through 2027 and the work of the European AI Office.
The policy matters because the EU's AI strategy is not limited to setting rules. It also aims to build the infrastructure and institutional support that European companies need to develop and deploy AI under the EU AI Act. For smaller firms in particular, the combination of compute access and policy coordination could reduce two practical barriers: the cost of developing advanced AI systems and the complexity of navigating a new regulatory regime.
The Commission describes the initiative in its official AI Innovation Package fact page, which frames the package as part of an effort to foster a trustworthy European AI ecosystem while supporting startups and SMEs.
