Mojtaba Khamenei has not appeared in public since being named Iran's supreme leader, fuelling speculation over his health.
Iranian President Masoud Pezeshkian acknowledged communication with the new supreme leader is challenging amid Iran's post-war transition.
Reports suggest Mojtaba Khamenei was badly wounded in US and Israeli strikes, with officials yet to confirm details of his injuries.
Mr Pezeshkian rejected claims of internal divisions, saying the new leader accepted expert recommendations when making major decisions.
