MANILA, Philippines — The alleged misuse of P612 million in confidential funds of the Office of the Vice President and the Department of Education is “a scam against the people,” House private prosecutor Lorna Kapunan said on Tuesday during a break in the Senate impeachment trial of Vice President Sara Duterte.
“The people were scammed. That scam is worth P612 million,” Kapunan told reporters in Filipino.
The proceedings on the 12th day of the trial involve P500 million in confidential funds released to the Office of the Vice President (OVP) and P112.5 million received by the Department of Education (DepEd), which Duterte concurrently headed as its secretary.
Kapunan based her remark on Commission on Audit (COA) findings that questioned whether public money was spent for its declared purposes and adequately supported by documents. That was her line of questioning during her direct examination of prosecution witness Roderick Wamil, a COA auditor.
