MANILA, Philippines — Tropical Depression Luis is expected to weaken into a low-pressure area (LPA) as early as Tuesday after making landfall in Isabela, although it will continue to enhance the southwest monsoon and bring heavy rains over parts of Luzon, the state weather bureau said Monday evening.
In its 8 p.m. tropical cyclone bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Luis was last located in the vicinity of Maconacon, Isabela at 7 p.m., after making landfall over the town at 5:30 p.m.

The tropical depression was carrying maximum sustained winds of 45 kilometers per hour (kph) near the center, gusts of up to 75 kph, and was moving west-northwestward at 20 kph.
