New builds 26220.9022 for the Beta channel and 28020.2623 for Beta (26H1) bring alternate taskbar positions and a smaller taskbar option.

Microsoft has released two new Windows 11 Insider Beta builds, 28020.2623 for Beta (26H1) and 26220.9022 for the standard Beta channel. Both bring the long-awaited ability to move the taskbar to the top, left, or right of the screen, alongside a new smaller taskbar option for reclaiming screen space.
The 26H1 build also adds new touchpad gesture controls, while the standard Beta build fixes a rollback issue some Insiders hit with error code 0xc1900101.
