MANILA, Philippines — Despite being one of Southeast Asia’s longest-running electoral democracies, the Philippines remains among the region’s weaker performers on accountability, according to the latest edition of the Atlas of Impunity.
Developed by Eurasia Group in collaboration with the Thomson Reuters Foundation, the atlas measures impunity as the exercise of power without accountability.
In its 2026 edition, the Philippines ranked 65th out of 172 countries, with an impunity score of 44.86. The ranking was based on an assessment of 60 indicators across five dimensions: unaccountable governance, economic exploitation, environmental degradation, conflict and violence, and abuse of human rights.
The higher the score, the higher the level of impunity.
