MANILA, Philippines—The Philippines placed 15th globally in a new index measuring how governments protect children and adolescents from sexual violence, with advocates citing stronger online child protection laws while urging deeper reforms on survivor participation and access to justice.
The Philippines scored 60.8 out of 100 in the 2026 Out of the Shadows Index, which assessed 60 countries across six regions representing 83% of the world’s child population.
The country ranked fifth in East Asia and the Pacific.
Developed by Economist Impact, with advocacy efforts led by Together for Girls—a global public-private partnership dedicated to ending violence against children, particularly sexual violence against girls—the index examined how countries perform across four areas: governance and accountability, prevention, healing and justice.
