Head of Legal Risk Services of the City of Ekurhuleni, Advocate Khemraj ‘Kemi’ Behari, has been dismissed from the City of Ekurhuleni.

City of Ekurhuleni mayor Nkosindiphile Xhakaza has confirmed the dismissal of three senior officials following findings related to ICT mismanagement, salary irregularities and other matters.

The officials dismissed are head of Legal and Risk Services Advocate Kemi Behari, head of Human Resources Linda Gxasheka and chief information officer Moloko Monyepao.

Behari and Gxasheka were placed on precautionary suspension in December 2025 after allegations raised at the Madlanga Commission.

They were accused of shielding suspended Ekurhuleni Metropolitan Police Department (EMPD) deputy chief Brigadier Julius Mkhwanazi from accountability over allegations that he provided blue lights to business tycoon Vusimuzi “Cat” Matlala through a fraudulent memorandum of agreement.
