Call-for-tender for €5 billion in EU funding to chip into network of seven AI hubs

The EU published a long-awaited call-for-tender to build flagship AI compute infrastructure on Thursday – with a €5 billion EU funding procurement notice covering a multi-site, multi-country design for seven AI gigafactories.

It’s a step up from the Commission’s original project blueprint, back in February 2025, when President Ursula von der Leyen targeted mobilising a total of €20 billion to spin up four gigafactories.

The total investment for seven gigafactories will amount to €30 billion: €5 billion from the EU, €5 billion from EU countries and €20 billion from private investors.

The project call-for-tender was initially due at the end of 2025 but the Commission delayed it to spring 2026 – and then deferred it until now.
