Sir, – Marie Sherlock (“Health spending of more than €10,000 must be approved by HSE chief executive,” July 23rd) opines that the requirement to have all nonclinical purchase orders over €10,000 approved by the HSE chief executive would not be allowed in any midsized company. She is quite right, but might have added that in such enterprises senior managers could be relied on to take such decisions, and if they did not, they would be replaced by managers who could.The HSE budget is about a third higher than Ryanair’s turnover. Could anybody envisage a situation where that airline’s chief executive would personally plough through hundreds of purchase orders while simultaneously paying hundreds of managers to manage? – Yours, etc,DAVID FITZGERALD,Dundrum,Dublin 14.
