MANILA, Philippines — The BSP has tapped banking veteran Dino Gasmen to lead financial markets operations, overseeing open market operations, foreign exchange policy, reserves management, and related risks.
Gasmen will assume the post of assistant governor for financial markets on Jan. 18, 2027, succeeding Senior Assistant Governor Edna Villa, who will retire after more than four decades at the central bank. He will join the BSP earlier, on Nov. 3, 2026, as a technical adviser to ensure a smooth transition.

The Monetary Board approved Gasmen’s appointment on July 16, 2026. He becomes the first BSP treasury chief from the private sector.
