The chief constable of Greater Manchester Police has apologised for a missed opportunity to prevent last October’s attack on the Heaton Park Synagogue in which two people were killed.
Jihad al-Shamie, who was shot dead by police as he carried out the attack, was already on police bail for other offences.
His phone had twice been seized by detectives before the attack, but not examined.
