Homan blamed what he called escalating "hateful rhetoric" against Immigration and Customs Enforcement (ICE), arguing it encourages people to challenge agents' authority during enforcement operations and increases the risk of deadly confrontations. His comments came as ICE faces mounting scrutiny following two fatal agent-involved shootings this month in Maine and Texas, where relatives and witnesses said the men who were killed appeared confused rather than actively resisting. Neither operation was recorded on body cameras because the agents involved were not wearing them, despite previous administration promises to expand their use and new congressional funding to accelerate deployment.
