A high-level review meeting was held for the preparation of the National Municipal Accounting Manual (NMAM–2.0) by the Government Accounting Standards Advisory Board (GASAB) under the Office of the Comptroller and Auditor General (CAG) of India, at the Greater Visakhapatnam Municipal Corporation (GVMC) office on Wednesday.The meeting was chaired by Advisor and Chairperson, GASAB, Alka Rehani Bhardwaj, in the presence of Principal Director, GASAB, Jayanayak and was attended by GVMC Commissioner Ketan Garg.Principal Secretary, Municipal Administration & Urban Development, Government of Andhra Pradesh, S. Suresh Kumar, Commissioner & Director of Municipal Administration (CDMA), Sampath Kumar, attended through video conference.Addressing the gathering, Ms. Alka Rehani Bhardwaj explained the objectives of the NMAM–2.0 Field Assessment, its implementation process, and the key inputs expected from State Governments. The study aims to identify best accounting practices, digital reforms, and financial management systems being implemented across municipalities to formulate a robust national accounting framework, he said.Through a detailed presentation, Mr Ketan Garg highlighted GVMC’s accounting system, budget management, revenue accounting, expenditure management, asset management, digital payment systems, preparation of annual financial statements, digital citizen services, financial transparency, and digital maturity initiatives. He also furnished comprehensive responses on behalf of GVMC to all 40 parameters included in the ‘Accounting and Digital Maturity Assessment for NMAM–2.0’ questionnaire.Officials from the Local Fund Audit Department, Finance and IT Wings of the Urban Development Department and others participated.
