A sweeping investigation by the National Transparency Authority has uncovered systemic administrative failures, potential corruption and widespread procedural violations in the municipal building department of Rhodes, local newspaper Dimokratiki reported.
The 181-page audit, published in June 2026, scrutinized building permits, unauthorized construction complaints and official records on the southeastern Aegean island between November 2022 and December 2024. Inspectors found that municipal staff routinely operated outside statutory frameworks, allowing private engineers to exploit regulatory loopholes and bypass legal deadlines.
Key findings reveal that nearly 80% of reviewed pre-approval permit applications violated statutory processing timelines. In numerous cases, private engineers submitted blank or fraudulent documents – such as uploading identical blueprint files under different names – simply to secure priority queue numbers before off-plan building restrictions tightened. Local authorities accepted these submissions rather than rejecting them as required by law.
The report also detailed severe structural irregularities across the agency’s operations. Roughly a third of permit approvals were signed off by employees lacking legal authorization, including the head of code enforcement and an engineer serving in the mayor’s office. In 12 cases, zoning approvals were issued for properties entirely different from those listed in initial requests, effectively granting illegal development rights under expiring, favorable regulations.
