Mayor Olivia Chow wants to know whether Toronto can ban the use of “surveillance pricing,” a controversial practice in which retailers use personal data to raise prices for individual shoppers — but it’s unclear if the city even has the power to do so.

The mayor’s executive committee passed a motion Tuesday asking staff to “identify all possible mechanisms” to ban or regulate the artificial intelligence-fuelled tactic being used to influence grocery prices, both online and in store.
