The Russian parliament has enacted a new law aimed at regulating the cryptocurrency market, according to a report by Cointelegraph. This legislation, advanced by the State Duma, outlines a framework for digital currencies and digital rights. It legalizes crypto activities for both qualified and non-qualified investors but continues to prohibit domestic crypto payments for goods and services. The Bank of Russia is set to become the sole regulator, mandating licenses for exchanges, brokers, and custodians, which must operate under a whitelisted asset framework. Additionally, the law imposes an annual cap on retail investments and introduces a risk-awareness test.

Although the regulation could indicate a more structured crypto environment, the prohibition on domestic payments and stringent control measures may dampen enthusiasm.
