The State Electricity Regulatory Commission has approved revisions to a bid-related framework so that the Kerala State Electricity Board (KSEB) can go ahead with procuring 300 MW for five years to meet the evening peak demand. The KSEB is proposing to procure 300 MW round-the-clock (RTC) power for meeting the electricity demand between 6 p.m. and midnight for the period from January 1, 2027, to December 31, 2031.To enable this, certain revisions were required in the bid evaluation methodology framework and bid documents and the KSEB had filed a petition before the commission seeking its approval. Distribution licencees can make deviations from the model bidding documents only with the prior approval of the commission. The KSEB had stated that the revisions proposed by it promoted “transparency, competitive neutrality and proper price discovery and consumer interest” and therefore necessary for successful completion of the competitive bidding process.
