The College of the European Public Prosecutor’s Office (EPPO) has concluded disciplinary proceedings against Bulgarian European Prosecutor Teodora Georgieva, imposing the penalty of a “reprimand” following findings of serious misconduct connected to ongoing EPPO investigations.
The decision was taken by the EPPO College in its role as appointing authority and in accordance with the EU Staff Regulations. The disciplinary procedure ended after Georgieva was found responsible for three disciplinary violations identified during an administrative inquiry.
The penalty follows the opinion of the Disciplinary Board for members of the EPPO College, which consists of senior officials and former officials from European institutions. In its opinion issued on January 5, 2026, the board unanimously concluded that Georgieva was guilty of the misconducts established by the administrative inquiry panel and recommended that she receive a reprimand.
The EPPO College had previously ruled on February 25, 2026, that the Bulgarian European Prosecutor was responsible for three disciplinary breaches related to EPPO investigations. However, the College temporarily postponed deciding on the appropriate penalty and requested the views of the European Parliament, the Council of the European Union, and the European Commission on whether proceedings before the Court of Justice of the European Union could be initiated with the aim of removing Georgieva from office.
