Acting Defence Minister Mykhailo Fedorov has said the leadership of Ukraine's Armed Forces is obstructing the introduction of a new contract system and has laid personal responsibility for the systemic mobilisation crisis at the feet of Commander-in-Chief Oleksandr Syrskyi.
